The Community Restorative Circles (CRC) is a community based, court-operated diversion program, designed to provide an alternative response from the formal juvenile justice system for youth (ages 11-17) facing first-time, misdemeanor offenses. This program seeks to end the "school-to-prison pipeline," a disturbing national trend in which children are funneled out of public schools and into the juvenile and criminal justice systems. Many of these children, who have learning disabilities, histories of poverty, abuse, or neglect, would benefit from additional educational and counseling services.
