CANADA: “First Nations child advocate wins 1st battle with Ottawa on services”

On April 18, a Canadian Federal Court ruled that the Canadian Human Rights Tribunal must hear evidence in a case brought by Cindy Blackstock, executive director of the First Nations and Family Caring Society (FNFCS). Blackstock filed the case with the Canadian Human Rights Commission in February 2007, claiming that Ottawa is discriminating against First Nations children living on reserves by underfunding child welfare services; the commission refused to hear the case. The federal court ordered the Canadian Human Rights Tribunal to hold a new hearing on the case before a different panel of adjudicators.
